Himalayan Head Bearings

Just finished pulling mine apart to survey what is going on.
Top race as good a new (tempting to leave but I wont), bottom race is partially seized / rusted, with indentations in the part that sits in the frame.
Wondering what the cause of this is - condensation running down the inside onto / into the bearings, or is the bottom seal not sealing?
Either way they are being replaced, but I'll see if I can source a better lower seal, plenty of grease in there though!!
