Electra X oil filter.

Changing the oil filter, found one large "O" ring each side of the brass spring cap but none behind the filter.
Now it seems logical to me to have one each end of the filter element but in the parts list it shows three. An additional 35mm ring on the outside of the brass spring cap, however if I try to assemble with all three O rings the filter end cap will not fit down flush.
Can anyone tell me, do all of these lean burn engines need three O rings in the filter assembly?
