Clutch cable adjustment Electra X 4000 miles

Can anyonehelp please, changing gear up is smooth and easy, changing gear down from 5th to 4th, 4th to 3rd is fine but changing from 3rd to 2nd and 2nd 1st, I always find a false neutral and have to depress the gear leaver twise for both changes. I have adjusted the clutch actuating arm, fitted anew clutch cable. If I screw out the adjuster more at the lever I carnt get the green neutral light and hard to find neutral position for staring. Is there a sequence to setting up the gear changing, can it be done with bike on its stand and engine running.
