I recently inherited a royal enfield 500 bullet , I have never worked on one before , does anyone know what the part if circled in the imagine? And its function

No expert on Enfields but to me it looks like a breather catch can

Yes.
Crankcase breather catch can. Check it periodically for build-up of emulsified oil.

It normally lives under the seat behind the battery and is a sod to get too.
It's supposed to not need maintenance but it does.
Previous owner has sensibly resited it but lots of owners ditch it altogether.
