Classic C5 Top rear Shock bolt

I would appreciate advise on how to remove the top rear shock bolts on a 2018 Classic Euro 4 EFI C5.
The bolt pulls out from the inner side towards the mudguard and there is not enough room to remove it before if fouls the mudguard. The nut is on the outside, i would have thought it would be the other way round!
I need to put longer bolts in as I have pannier frames fitted and will also be fitting rear crash bars and a RE rear carrier; all bolting to the top shock bolts.
Thanks in advance.

The rear sub frame is as the older models which is designed to pivot up to aid rear wheel removal, simply undo the lower rear sub frame bolts, slacked off the top ones - and hey presto - lift the rear mudguard and subframe upwards - you can now remove the shock top bolts easily.

Yes, you have to hinge the mudguard to get it out which seems a bit daft.
I've modified mine with a nyloc nut on the inside with the dome nut loctited on the outside for appearances sake. I just made up a new stud. Be aware it's NOT metric. Its 3/8 BSF.

A brilliant piece of thinking by a Factory engineer in the 1960's who obviously had at one time to fix a rear puncture on the side of the road and designed the rear end of the Bullets and other models to hinge up to aid wheel removal could hardly be described as daft ! - ingenious in my humble opinion. But I take your point about the Indian build - put the bolt in the other way round!

The bolt being the way it is, if the nut comes off, the bolt cannot vibrate its way all the way out, as it could if it were the other way.

Yes, that's why I loctited the dome nut and have a nyloc on the inside.
