All good useful stuff guys. I set up the wheel on the bench on axle spindle on wood struts and tested for oval with bit of bent welding rod fixed in the wood. Two high little spots showed up. Maybe this is the problem? The shoes don't look to clever either. it is a double leading shoe, which adds to the problem maybe?
"slightly less than 40mm" is 5 thou. In place very slight movement on fork leg, but the judder must be caused by the brake.

5 thou is not much to worry about (unless you're an accountant).
Contaminants on brake shoes could be anything you have washed the bike with, soap, de-greaser(with the grease it has cleaned off), wax polish, wd40 etc. plus oils and grease.

I wouldn't have thought 5thou would cause the problem. It probably is the brake or head bearings.
