Whoosh, it is not a decomp it is a very poorly designed valve lifter that just doesn't work. Sure it will stop the motor because as the exhaust valve is going up and down and you use the lever it will drop into the slot in the tappet and then hold the valve open. They can also break the tappet doing this because the tappets on an Electra is only 6mm in diameter compared to 9mm on a Bullet. You can get the valve lifter to locate in the tappet by winding the motor over slowly to locate in the slot but then it becomes completely useless because with the exhaust valve open you have no idea where compression stroke is.
