I had similar problems with an electra outfit,which was used for regular camping trips loaded to the gunwhales and towing a trailer 3 up.I had the rear wheel rebuilt using an 18" rim and reversing the spokes where they exit the hub,if you study them you will notice that they are forced into a slight bend where they exit the hub and cross the hub flange a good wheel builder should be able to sort this for you.Of course you already have an 18" rim but adding a chair puts a lot of side thrust on the wheels,but I never broke any spokes afterwards.

Don't just send it to anyone, you need a specialist wheel builder. Central Wheel are very good and will have the knowledge to build the wheel properly with the chair in mind.

Sorry Pete but I can't agree re CWC, I have built a lot of wheels over the years and they are a company I now avoid. Poor quality rims, incorrect spokes badly aligned nipple holes, I could go on but I now get all my wheel components from Devon Rim Company, a bit more expensive but worth every penny.
