Some funny ideas going on here, John R, says "1) It makes little or no difference", Barry Q says "The packing piece merely fills the void on the inside of the filter. Thus getting the oil to to reach the rocker box faster after an oil change".
John it does make a difference for the same reason Barry is mistaken, The packing piece fills the void in the filter which decreases the time it takes to fill the filter housing, as the filter is in the feed to the big end not the rocker box it reduces the time that the big end is running without oil pressure.
As norm says you cannot fill the filter through the end cover as it is seperated from the filter with an internal sealing plate held against the filter with a spring and you would be filling the void between the end cover and the plate not the filter.
