Had the same problem, but was reluctant to strip the brake down so just slackened the cable off a bit. Problem solved and brake is now much more progressive......(apply brake just south of Darlington to stop at Scotch Corner.Hahaa!)

So sorry I keep using the word pad instead of shoe. Yes it is a drum brake and in spite of my omission you have managed to give me so much information. Thanks you all so much!
