In answer to Rich's original question, to get the wall thickness of the tubing, it helps if you have a spare swing arm bush to hand, the wall thickness is the outside diameter of the tube minus the outside diameter of the swing arm bush divided by two.
If you're building a new swing arm you'll probably want to to get a new pair of swing arm bushes to go with it.
