Could just be the cam sticking, then it freed on the day you noticed the big change. If it stuck nearly in the fully on position and seized, you might still get some braking action. A hard brake one day might have broken the seizure and allowed full movement again, only with months of wear added (or removed!!) from the shoes.

If your Cota has a r/h. brake pedal, check the x-shaft, etc. It may be a good idea to check inside the hub as well...on my own Mont, a lining detached itself from the brake shoe - this jammed the (front) wheel solid in one direction while allowing it to turn freely in the other -not, I fancy, something you'd want to happen at speed, or on the road!!
